Abstract |
This paper reviews research into the social, economic, educational and political consequences of the introduction of a competitive training market in the vocational education and training (VET) sector. The positive consequences as argued by competitive training market advocates are compared with the negative outcomes as indicated by existing research findings. The findings indicate that the economic benefits of these reforms may have been outweighed by negative social, economic, educational and political consequences. The research review confirms the need for more investigation into the outcomes of competition and market reform in the Australian VET sector. The final section of the paper identifies conceptual dilemmas such as defining more precisely what constitutes concepts like 'market reform' and 'national training market'. Methodological issues including the lack of appropriate definitions, evaluation criteria and measurement tools are also raised. It is concluded that these issues must be dealt with by researchers so that they are able to make an effective contribution to the future direction of VET policy.
